POSTMEN’S UNIFORMS THROUGHOUT THE YEARS FEATURED ON NEW COLLECTION OF SPECIAL STAMPS FOR WORLD POST DAY

KUALA LUMPUR, Tuesday – Pos Malaysia Berhad will issue new stamps and philatelic items featuring Postmen’s Uniform in conjunction with the celebration of World Post Day. The stamps and philatelic items will feature several types of postmen’s uniform since the early 20th Century until the modern times. The stamps will be sold to the public on Monday, 22 October 2012.

“This is the first time in Pos Malaysia’s history that we issue a special collection of stamps featuring the types of uniforms worn by our postmen from the colonial era until the modern times. This collection is issued in conjunction with World Post Day that was celebrated on 9 October and it is indeed very significant to us as a tribute to the postmen who has dedicated their lives in connecting Malaysians and the rest of the world through postal service,“ said YBhg Dato’ Khalid Abdol Rahman, Group Chief Executive Officer of Pos Malaysia Berhad.

“The various types of uniforms depicted on the stamps in terms of their colours, type of materials used and styles marks the changing times in Malaysia’s history. For example the earlier 20th Century, the uniforms were simple and made of resilient and durable materials such as khaki, suitable for the harsh nature of work for postmen at that period compared to during the 80’s where the postmen’s smart uniform reflects its status as a Government department. As time goes by, the uniform becomes much more modern in terms of the style that is more comfortable and the colours being used with the current version reflecting the brand and identity of Pos Malaysia,” Dato’ Khalid added.

The stamp, measuring 35mm x 45mm in size (14 perforations each), containing 20 pieces of stamps and printed SPM Watermarked, phosphor coated paper are available in 3 designs featuring postmen’s uniforms during the 1950s, 1970s and 1990s in denominations of 60sen, 80sen and RM1 respectively. The collection also features the Universal Postal Union’s logo on the stamp designs to commemorate World Post Day celebration.

The Miniature Sheet, 85mm x 120mm in size contains 2 stamp designs, one of which, at 35 mm x 45 mm in size in denomination of RM 1.00 featured the current postmen uniform and another one at 35mm x 90mm in size in denomination of RM 2.00 featured the postmen’s uniform during the early 20th Century.

First Day Cover is at 50 sen each and can be purchased at all Pos Malaysia Outlets countrywide. Folder at RM5.50 each is only available at selected outlets.

History of Malaysia’s postal service

Malaysia’s first post office was most likely opened in Penang in 1805 under the British administration. At the time all of Penang’s administrative matters including those related to postal services were decided in India which was the seat of the British Empire in the East at that time. On 1 September 1867 the Straits Settlements issued their own stamps which were essentially overprints of Indian issues inscribed with the words ‘Straits Settlements’.  Communication among the Straits Settlements was mostly by sea before the turn of the 20th century.

The Federated Malays States (FMS) made up of Selangor, Perak, Negeri Sembilan and Pahang were formed in 1896. Postal services for these were separate from those of the Straits Settlements. For example, only stamps marked with the inscription ‘Federated Malay States’ were valid for use in the FMS. This autonomy caused inconvenience. It was only in 1934 that the postal services of the FMS and the Straits Settlements merged. This followed the formation of the Malayan Postal Union.

The postal service in the Unfederated Malay States (UMS) which consisted of Johor, Terengganu, Kelantan, Kedah and Perlis was patchy, except for Johor. This may be due to her proximity to Singapore. Johor became a British protectorate in 1885, earlier than the other states in rest of the country.

Letters moved very slowly in those days. For example, a letter from Kelang to a recipient in Pahang went through a convoluted route. From Kelang it was taken to Kuala Lumpur after which it was taken to Kuala Kubu Bharu at the western foothills of the Main Range. From here it crossed over to the other side of the mountain perhaps making a brief stop at Fraser’s Hill before eventually going to Raub and subsequently to the final destination many days later.

Interestingly, the idea of delivering mail by airplanes had been mooted before the First World War but it did not happen until much later in 1937 when Wearne Brothers flew the first regular air service from Singapore to Penang via Kuala Lumpur beginning on 28 June 1937. Another route opened up air mail service to Kota Bharu, Kelantan. This lasted from April 1937 to June 1940.

The outbreak of World War Two saw strict censorship of all overseas mail. Shortage of stamps was also a problem. This went on until after the end of the war and beyond. After World War Two, Malaya was briefly ruled by the British Military Administration.

By 14 April 1947, the Malayan Post Office took over the postal services from the British army and Royal Air Force. Soon the Federation of Malaya was formed. Malaya issued her own stamps as did each state within the federation. Each had her own stamps and related stationery, and these were valid for use throughout the new federation.

Malaya became an independent nation on 31 August 1957. Definitive stamps were issued to mark this significant moment. As a young nation Malaya joined many international organizations such as the Universal Postal Union UPU to keep abreast of developments in various parts of the world. Malaysia has been a dynamic member ever since.

It is also worth noting that from its early days the post office was an important institution. Before and after Independence the Post Office was not just a transmitter of letters and documents it also provided other essential services such as insurance, transactions of money through postal and money order, and also the collection of investment funds through Post Office Savings Bank. Other miscellaneous services were also available such as the payment for electricity bills, television and radio licenses (at one time) and even dog licenses! It was truly the one-stop centre in its day.

A lot has happened since then and Malaysia’s postal services have grown by leaps and bounds. To keep up with changing times, Pos Malaysia introduced many new services. A lot of improvements had been made since the early days. A new dynamism was infused into the service with greater emphasis on delivering of top-notch services to all.

Stamp enthusiasts are advised to join SODA (Standing Order Deposit Account) to enjoy the convenience of receiving their stamps and other philatelic products without having to queue up at the post office on the day of issue. In addition to that customers can now enjoy the convenience of Online Philately at www.posonline.com.my to open SODA account, top up and check for the balance in their SODA account and update personal details.

Underwritten by Etiqa Takaful Berhad, both plans feature an easier and more convenient experience for customers with options to purchase the products via Pos Malaysia’s extensive network at an affordable rate of only RM0.19 cents per day or RM70.00 per year, including a stamp duty of RM10. Coverage for both products is valid for a period of one year.

Pos Malaysia currently performs as an agent for eight insurance companies and two takaful operators. It has transacted more than one million insurance transactions with over RM125 million premiums collected for the first half of FY12/13. This is largely generated from motor insurance.
